Due to water quality violations, the City of Riviera Beach Utility Special District has entered into a Consent Order with the Florida Department of Health for both construction and operational improvements to the Public Water System including performing Unidirectional Flushing of the potable water distribution system.
To comply with the Consent Order, etc., a Unidirectional Flushing Plan was developed and on June 17, 2019, the City of Riviera Beach Utility Special District entered into a contract with Hydromax USA to perform unidirectional flushing of the potable water distribution system. During the assessment phase of the project, Hydromax USA was unable to locate certain assets and indicated that certain valves and hydrants were not assessable or were inoperable.
As the contract has expired; Hydromax USA has not completed a majority of the required unidirectional flushing; repair & replacement of valves and hydrants are necessary; and to protect the health, safety, and welfare of our customers, staff has requested R & M Service Solutions, LLC to submit a proposal for unidirectional flushing and repair & maintenance of the water distribution system.
R & M Service Solutions, LLC submitted a proposal for unidirectional flushing and repair & maintenance of the water distribution system through a cooperative agreement with the Seminole County contract IFB-603974-CAR, dated December 11, 2020.
The cost for unidirectional flushing under the proposed contract is $128,178.00. The cost for repair & maintenance of the water distribution system under the proposed contract is $205,270.00. The total amount in the proposed contract is $333,448.00 and with an additional 10% for contingency, is $366,792.80.
