Subject: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVIERA BEACH, PALM BEACH COUNTY, FLORIDA, APPROVING AND RATIFYING THE COLLECTIVE BARGAINING AGREEMENT APRIL 1, 2021 TO MARCH 31, 2024 BETWEEN THE CITY OF RIVIERA BEACH AND THE SERVICE EMPLOYEES INTERNATIONAL UNION (SEIU) AN ORGANIZATION REPRESENTING THE GENERAL EMPLOYEES OF THE CITY OF RIVIERA BEACH TO INCLUDE A REVISED SALARY SCHEDULE; APPROVING THE CITY MANAGER’S EXECUTION AND AUTHORIZING THE CITY CLERK TO EXECUTE THE AGREEMENT; AND PROVIDING AN EFFECTIVE DATE.

Recommendation/Motion: That the City Council approve the Resolution confirming the signature of the City Manager and authorizing the City Clerk to sign the Labor Agreement between the City and the Service Employees International Union (SEIU)

Background/Summary: 

According to Florida Statute the City of Riviera Beach (City) is required to bargain the wages, hours, and terms and conditions of employment with the employee-selected collective bargaining agent. The Service Employees International Union (SEIU) is the collective bargaining agent for the City’s General Employees.

From March 11, 2021 through August 5, 202, SEIU and the City negotiated to replace the collective bargaining agreement (CBA) that expired on March 31, 2021. The City and the SEIU successfully negotiated a three-year CBA. The CBA term begins April 1, 2021 and expires March 31, 2024. On Tuesday, August 31, 2021, SEIU’s membership ratified the three-year CBA with a vote of 65 members in favor of the CBA and 50 members against it.   According to Florida Statute, any agreement signed by the City Manager and SEIU shall not be binding until such agreement has been ratified by the City Council.
