AUTHORIZING THE CITY MANAGER TO COMMENCE A COMPETITIVE SOLICITATION PROCESS FOR THE SELECTION OF A MASTER DEVELOPER FOR PROPERTIES, INCLUDING BUT NOT LIMITED TO, PROPERTIES  LOCATED AT 600 AND 601 WEST BLUE HERON BOULEVARD, AND 2251 AND 1715 BROADWAY (“DEVELOPMENT FOOTPRINT’)  


Recommendation/Motion: 
  1. Approve the location for the new City Hall to be on City-owned property located on Broadway.
  2. Approve Resolution No. 104-21 authorizing the City Manager to develop and issue the competitive solicitation process for a master developer and to provide pre-development funding of $1,500,000.

Background/Summary: 

At the August 4, 2021 City Council Meeting, a presentation was made to the City Council on “Reimagine Riviera Beach”.  The City Council directed staff to bring back this issue on September 15, 2021 for discussion and deliberation of the New City Hall location.

Since June 2019, the City Council has held numerous meetings and many other public discussions regarding “REIMAGINE Riviera Beach -2030”.  Some of the more recent meetings and public engagement activities include, but are not limited to:

·         A 4-part workshop, including broadcasting, on June 8.15. 22 and 29, 2021.

·         Congress Corridor Community Meeting, including broadcast, on August 5, 2021.

·         Park Manor Association Meeting on August 19, 2021.

·         Video Presentation and Online Poll, to be released the week of September 7, 2021.

·         Employee Reimagine Session on October 14th,  2021.

Some other planned events include the following:

o   September 13, 2021, Broadway Corridor Business Lunch and Learn

Staff anticipates the need for $1,500,000 in initial funding for the consultants and legal advisors to aid in development of the solicitation, participation in the selection process, market analysis, recommendation and presentation to the City Council.
