Recommendation/Motion: 

STAFF RECOMMENDS THE BOARD OF DIRECTORS OF THE CITY OF RIVIERA BEACH UTILITY SPECIAL DISTRICT TO APPROVE THE ASSOCIATED RESOLUTION SO THE CITY MANAGER MAY SUBSEQUENTLY APPROVE WORK AUTHORIZATIONS FOR THE AFOREMENTIONED IMMEDIATE LIFT STATION IMPROVEMENTS.

Background/Summary: 

THE COLLECTION DIVISION’S MASTER ELECTRICIAN AND THE MECHANICS WERE ASKED WHICH OF THE SANITARY LIFT STATIONS THEY CONSIDER UNSAFE AND REQUIRE IMMEDIATE IMPROVEMENTS. THE MAIN CONCERN OF THESE MEN FOR THEIR SAFETY IS REGARDING THE CONTROL PANELS AT TEN LIFT STATIONS PREDOMINATELY DUE TO WATER COMING IN THE ELECTRIC CONTROL PANELS. AFTER THE AFOREMENTIONED CONTROL PANELS, STAFF ARE CONCERNED WITH SIX OTHER CONTROL PANELS INCLUDING CONTROL PANELS BEING LOCATED IN THE DRY PITS AT LIFT STATIONS. ALL BUT THREE OF THE 51 LIFT STATIONS DO NOT HAVE LIGHTS AND STAFF ARE ALSO CONCERNED WITH THE LACK OF LIGHTING AT THE LIFT STATIONS.

THE CONDITION OF AFOREMENTIONED EQUIPMENT NEEDS TO BE IMPROVED ON AN EXPEDITED BASIS. IN ADDITION TO THE URGENT NEED TO PROTECT THE SAFETY OF THE CITY EMPLOYEES THAT OPERATE AND MAINTAIN THESE LIFT STATIONS ON A DAILY BASIS, THE WASTEWATER, WHICH MAY HAVE DISEASE-CAUSING ORGANISMS, MAY SPILL ON THE GROUND, ENTER SURFACE WATERS, AND EVEN BACK UP INTO THE HOMES WITHIN THE COMMUNITY.

THE BOARD OF DIRECTORS OF THE CITY OF RIVIERA BEACH UTILITY SPECIAL DISTRICT PREVIOUSLY APPROVED RESOLUTION NUMBER 2-21 WHICH PROVIDES A MECHANISM FOR IMPROVEMENTS VIA THE HINTERLAND CONTINUING CONTRACT FOR LIFT STATION REHABILITATION.

 

THE FY2020-2024 CAPITAL IMPROVEMENT PLAN WAS ADOPTED BY ORDINANCE ON SEPTEMBER 18, 2020. THE UTILITY SPECIAL DISTRICT HAS INCLUDED LIFT STATION REHABILITATION IN ITS 5-YEAR CAPITAL IMPROVEMENT PLAN BUDGET. IN ADDITION TO THE IMMEDIATE EFFECT OF THE REPAIRS ON THE SAFETY OF THE CITY’S EMPLOYEES, THIS WILL IMPROVE THE INTEGRITY AND RELIABILITY OF THE WASTEWATER TRANSMISSION SYSTEM THEREBY PROTECTING THE HEALTH, SAFETY, AND WELFARE OF OUR CUSTOMERS.

THE TOTAL CONSTRUCTION COST FOR THE ELECTRICAL IMPROVEMENTS AT THE AFOREMENTIONED 16 LIFT STATIONS WHICH INCLUDES NEW CONTROL PANELS, INSTALLATION OF MAIN DISCONNECT SAFETY SWITCHES, AND  SITE LIGHTING AT THE LIFT STATIONS IS $1,700,000.  THE GOAL OF THIS MEMO AND RESOLUTION IS TO BRING FORWARD FUNDS FROM THE LIFT STATION REHABILITATION - PHASE II PROJECT TO THE LIFT STATION REHABILITATION - PHASE I PROJECT AND TO BEGIN IMMEDIATE IMPROVEMENTS TO THE LIFT STATIONS.
