Recommendation/Motion: 

Staff recommends approval of the Resolution authorizing an Interlocal Agreement with Palm Beach County Board of County Commissioners for the continuation of reentry efforts facilitated by the Justice Service Center.

Background/Summary: 

On September 21, 2006, the Board of County Commissioners approved funding to initiate partnerships with the cities to implement the Youth Violence Prevention project. As a result of this partnership, the Justice Service Center was established in Riviera Beach. The Justice Service Center also known as The Reentry Center is a Reentry program providing service to ex-offenders returning to the community. These services include: Non-traditional Case Management, Job Readiness Training, Educational Assistance, Employment Assistance, Transportation Assistance, Expunge/Sealing of Records, Restoration of Civil Rights, Identification assistance, Transitional Housing, Cognitive Behavioral Interventions, Moral Reconation Therapy, Substance Abuse and Mental Health Assistance, and other support services as needed. 

The Center opened in February 2007 with the goal of “empowering communities through restoration”. The Reentry Center focuses on promoting community growth and alleviating the burden of recidivism on the Riviera Beach community and Palm Beach County at large. To date, essential services have been provided to over 1500 men and women returning from incarceration.

At this time, Palm Beach County is providing the City with an allocation of $114,238 to support the continuation of the City’s reentry support services, case management and job training services.
