The City of Riviera Beach Utility Special District (District) contracted with Brown and Caldwell to provide an inspection of the District’s filtration system and prepared a Technical Memorandum (TM) that listed numerous deficiencies among the various components of each filter, including the filter media, troughs and surface sweeps. This filter work was originally referenced in the Design Build Criteria for Chemical Feed System Improvements, which is related to the GlobalTech and Cardinal work currently underway at the treatment plant.
Based on the recommendations made by Brown and Caldwell, the District asked Globaltech to provide a proposal for filter rehabilitation. The focus of the improvements is on the North Filter Bank (Filters 9-16), which are the 8 most critical filters out of 16 in the water treatment plant since they receive a majority of the flow and could handle about 14 million gallons per day if functioning properly. Filter #5 of the South Filter Bank (Filters 1-8) is included in the proposal due to the Consent Order requirement.
Due to the total cost of the project exceeding the amount allowed via change orders, the scope of work will need to be amended (Amendment Number 2) to allow GlobalTech to proceed with this work on an expedited basis. Currently GlobalTech is contracted to perform work on the flow meters, sodium hypochlorite and ammonia feed systems, and polymer feed system. This work can be performed in parallel to the filter rehabilitation. An allowance of $300,000 is included to account for unforeseen conditions, repairs, and when repairs are not possible, more costly replacement of components such as troughs and sweeps. Any of the allowance monies not used are retained by the District.
