Background/Summary: 

A resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, authorizing the Mayor and City Clerk to execute an agreement with JH Sprague Consulting, LLC to provide consultation services on the marina project to assist with the continued development and implementation of the marina renovation and develop and monitor grant application processes; authorizing the Director of Finance & Administrative Services to make payments not to exceed $60,000.

On February 17, 2010, City Council approved a conceptual plan for the Marina District. The proposed project included the engineering and design of the bulkhead and docks, seawall, utilities and storm water facilities.  In addition, JH Sprague Consulting, LLC was contracted by the City to write and attend the required meetings in order to move the work product through the system to meet all marina grant submission dates.  The efforts of JH Sprague, LLC have produced more than $15,000,000 in grant funds for the project.

Phases I through III of the Marina conceptual plan are now complete.  The City is in need of continued services of JH Sprague to ensure that the interests of the City are appropriately represented in the marina construction, for discussions with developers, prospective granting agencies, and to apply for additional grants for Phase IV.
