While surrounding communities have returned to providing programming and services, the City’s approach has been calculated and conservative. In essence, the City has gradually reintroduced some programs, special events and collaborative efforts over the past few months. At this time, it is staff’s desire to install a more aggressive approach in keeping with established protocols for participant safety.
Programs
Staff has developed a protocol to follow (attached) as it relates to recreation programs for the public. The protocols are based on CDC guidelines and are strong on wearing masks and social distancing when possible. An example of programming would be tennis lessons, baseball, fitness classes, etc. We hope to offer a full fall program schedule including football and cheer. Depending on the opportunity, indoor sports programming may come online in late Fall 2021. This would include basketball, cheer, dance and open gym.
Staff is also prepared to offer summer camp in 2021. Those protocols are attached. Camp will have reduced maximum numbers and follow CDC guidelines. The maximum would be 50% of normal capacity or 75 campers. The protocols are strong on mask wearing, social distancing and regular sanitizing of camp areas. This also applies to the ARE aftercare program which has been operational for a few months.
Special Events (third party)
The protocols for third party special events follow the special event policy. The special event team reviews each application. One critical criteria is that the applicant must provide a COVID-19 plan for the event. The applicant is responsible for enforcing the plan they have provided, pending possible cancellation of an event per the policy if not enforced.
City sponsored special events
Staff will follow the same protocols required of third party providers, including a COVID-19 plan and the special event policy. We will continue to produce drive thru events when practical.
Senior Programs and events
Parks and Recreation will continue to provide virtual and drive thru programs and it will consult with the ICS Team to evaluate return to normal activities at the Lindsey Davis Community Center in the future.
Barracuda Bay
A reopening of Barracuda Bay with limited attendance (no more than 50% capacity at one time, 200 attendees) utilizing CDC guidelines with mask wearing when on deck, frequent sanitizing of restrooms and wipe down of chairs and deck equipment. Reopening of private parties at Barracuda Bay at this time is not being recommended.
