On March 14, 2016, Underwater Solutions Inc. conducted an inspection of the Utility Special District (District) Water Treatment Plant 1-million gallon concrete water storage tank and removed the sediment accumulation found on the floor. Due to the condition of Filters 1-16 at the Water Treatment Plant, it is anticipated that there are lime sludge deposits in some, if not all, finished water storage tanks. Although lime sludge (i.e. calcium carbonate) is benign, it can impact operations and customers downstream.
The Utility Special District next inspection and cleaning is due March 14, 2021, as is required by State law 62-555.350(2) F.A.C. for Operation and Maintenance of Public Water Systems. Finished-drinking-water storage tanks, including conventional hydropneumatic tanks, shall be cleaned at least once every five (5) years to remove biogrowths, calcium or iron/manganese deposits, and sludging from inside the tanks; and shall be inspected for structural and coating integrity at least once every five years by personnel under the responsible charge of a professional engineer licensed in Florida.
In order to meet regulatory requirements the Utility Special District requested Underwater Solutions provide a proposal for eleven (11) water tanks to be inspected and cleaned: North Singer Island 1-million gallon, Singer Island 20,000-gallon (hydro), Water Treatment Plant 1-million gallon, Avenue “U” 1-million gallon, Avenue “U” Repump Station (hydro) 10,000-gallon and Avenue “C” 1-million gallon, the Avenue “C” Repump Station (hydro) 10,000-gallon water storage tanks as well as the Air Stripper 100,000-gallon, Control Room Filters (#1-4)- 170,000-gallon, Filters (#5-8) 86,400-gallon and the High Service Filters (#9-16)-258,000-gallon clear wells utilizing the Orlando Utilities Commission Contract #4601 QC.
Upon completion of the work, comprehensive reports of the findings and corresponding photographs will be submitted to the District.
This work is in conjunction with the flushing of water mains via a separate contract.
