As a result of water quality violations, the City of Riviera Beach Utility Special District (Utility Special District) has entered into a Consent Order with the Florida Department of Health for both construction and operational improvements to the public water system.  Such improvements included unidirectional flushing activities.

To comply with the Consent Order, a Unidirectional Flushing Plan was developed and on June 17, 2019, the Utility Special District entered into a contract with Hydromax USA to perform unidirectional flushing of the potable water transmission and distribution operations.  During the assessment phase of the project, Hydromax USA was unable to locate certain assets and indicated that specific valves and hydrants were not accessible or were inoperable.  On July 16, 2018, the Utility Special District and CES Consultant, Inc. entered into a continuing services contract for the provision of consulting engineering design and engineering support services. 

Given the existing circumstances, the Utility Special District desires to contract with CES Consultant, Inc to submit a proposal to provide miscellaneous engineering support services associated with a Unidirectional Flushing Plan update as well as an asset validation. This project will support the provision of potable water that is continuously safe.
