The City of Riviera Beach Utility Special District (District) infrastructure is aged and needs to be replaced in several areas of the City. To this end, the District applied for a grant with the State of Florida Department of Economic Opportunity to assist with infrastructure repairs.
1. The U.S. Department of Housing and Urban Development (HUD) allocated Community Development Block Grant Disaster Recovery (CDBG-DR) funds to the State of Florida to be distributed in the Federal Emergency Management Agency (FEMA) declared counties impacted by Hurricane Irma.
The Florida Department of Economic Opportunity (DEO) was awarded $85,819,653 in Infrastructure repair funding through the Community Development Block Grant-Disaster Recovery (CDBG-DR) Program by the U.S. Department of Housing and Urban Development (HUD) to address unmet disaster recovery needs related to damages from Hurricane Irma.
Projects that are eligible under the CDBG-DR Infrastructure Repair Program include:
· Restoration of infrastructure damaged by Hurricane Irma (including water and sewer facilities, streets, provision of generators, removal of debris, drainage, bridges, etc.);
· Water and sewer facilities have been identified as areas of critical importance. Projects involving these type facilities;
· Public facilities such as emergency community shelters;
· Demolition, rehabilitation of publicly or privately owned commercial or industrial buildings; and
· Economic revitalization which includes any CDBG-DR eligible activity that demonstrably restores and improves some aspect of the local economy.
The City of Riviera Beach - was awarded $1,900,800 of CDBG-DR funds to repair and relocate critical aerial wastewater infrastructure pipelines. The project will mitigate any future damage to the aerial crossings by installing the force mains below the canals. The City will cross utilize a directional drill method which will ensure that the force mains are buried and protected from the elements in order to significantly minimize any future damage as a result of storm events.
Funds will be expended for the following two projects:
1. C-17 Force Main replacement in combination with M Canal, the project entails the installation of approximately 437 linear feet of new 12-inch HDPE force main under the C-17 canal approximately 600 feet north of Martin Luther King Jr Blvd. east of Garden Rd. within South Florida Water Management District and other utility easements.
2. "M" Canal Crossing Replacement - This project includes installation of a 42-inch HDPE force main under the "M" Canal, demolition of the existing 36-inch aerial crossing in a 54-inch steel casing, including demolishing the existing concrete piles and pile caps, and obtaining all required permits within the City of West Palm Beach and other utility easements.
