Recommendation/Motion: The selection committee for RFQ Number 999-20-2 recommends that the Board of Directors of the City of Riviera Beach Utility Special District approve Cardinal Contractors, Inc. for design build services for water treatment plant (WTP) and chemical feed system improvements. In addition, staff recommends the Board of Directors of the City of Riviera Beach Utility Special District approve this Resolution Number 12-20UD to execute a contract with Cardinal Contractors, Inc., to perform design build services for water treatment plant (WTP) and chemical feed system improvements including a standalone lime system, recarbonation system and electrical equipment improvements.

Background/Summary: 

As various chemical feed system improvements at the water treatment plant are necessary for the consistent provision of quality potable water to protect the public health, safety, and welfare of the customers within the City of Riviera Beach Utility Special District, the Water and Wastewater Master Plan recommended various chemical feed system improvements at the water treatment plant (WTP). This includes a lime slurry system, replacement of lime silos and lime slakers, and electrical equipment replacement, etc.

 

Due to water quality violations, the City of Riviera Beach Utility Special District has entered into a Consent Order with the Florida Department of Health to make improvements to the Public Water System.

These various chemical feed system improvements at the WTP are in City of Riviera Beach’s 5-year Capital Improvement Plan budget.

 

A Request for Qualifications (RFQ Number 999-20-2) was solicited for design-build services associated with water treatment plant (WTP) and chemical feed system improvements. The proposals submitted by both Globaltech, Inc. and Cardinal Contractors, Inc. demonstrated their extensive experience in general WTP Engineering and Construction Services including design, permitting, and construction through appropriate local agencies, in accordance with Florida State Statutes.

The City of Riviera Beach Utility Special District has asked Cardinal Contractors, Inc. to submit a proposal and provide design-build services for water treatment plant (WTP) and chemical feed system improvements as referenced in Design Build Package No. 2 in Technical Memorandum No. 1 of RFQ Number 999-20-2.This includes a standalone lime system, recarbonation system, and electrical equipment improvements.
