| | | | | | | | Recommendation/Motion: | On August 19, 2020 there is a another separate agenda item that recommends the Board of Directors of the City of Riviera Beach Utility Special District approve a separate Resolution Number 11-20UD to execute a contract with Globaltech, Inc., to perform design build services for water treatment plant (WTP) and chemical feed system improvements.
After the agenda item for Resolution Number 11-20UD is taken to the Board for consideration, another agenda item for the WTP improvements referenced in this memorandum under Resolution Number 13-20UD will be taken to the Board for consideration if the Board approves the prior Resolution Number 11-20UD.
Staff recommends the Board of Directors of the City of Riviera Beach Utility Special District approve these design build services authorizing the work for WTP chlorination, ammoniation, polymer, and piping improvements under Resolution Number 13-20UD in the amounts referenced in this memorandum. |

| | | | | | | | Background/Summary: | As various chemical feed system improvements at the water treatment plant are necessary to provide quality potable water consistently and to protect the public health, safety, and welfare of the customers within the City of Riviera Beach Utility Special District, the Water and Wastewater Master Plan recommended various chemical feed system improvements at the water treatment plant (WTP). This includes a lime slurry system, replacement of lime silos and lime slakers, new sodium hypochlorite disinfection system, ammonia system, flow meter replacements, electrical equipment replacement, etc.
Due to water quality violations, the City of Riviera Beach Utility Special District has entered into a Consent Order with the Florida Department of Health to make improvements to the Public Water System.
These various chemical feed system improvements at the WTP are in City of Riviera Beach’s 5-year Capital Improvement Plan budget.
The Board of Directors of the City of Riviera Beach Utility Special District accepted the Florida Department of Environmental Protection’s terms and conditions associated with acquiring revenue in the amount of $500,000 for a new sodium hypochlorite disinfection system and new carbon dioxide system at the WTP in Resolution Number 11-18UD.
A Request for Qualifications (RFQ Number 999-20-2) was solicited for design-build services associated with water treatment plant (WTP) and chemical feed system improvements. The proposals submitted by both Globaltech, Inc. and Cardinal Contractors, Inc. demonstrated their extensive experience in general WTP Engineering and Construction Services including design, permitting, and construction through appropriate local agencies, in accordance with Florida State Statutes.
