The City’s Utility Special District Water Treatment Plant (WTP) has a very old Supervisory Control and Data Acquisition (SCADA) system that is used to monitor and control the treatment process at the Water Plant. These systems are over 15 years old and due to their age, the security of the system could be compromised. The Water Plant currently utilizes I-FIX program and would like to purchase the upgraded version of this System. CC Controls Inc. is the authorized vendor of this program and they have many years of experience and extensive knowledge of the computer and networking system with the City. With this upgraded program, it will have better security measures to guard against hacking, ransomware, etc., than the one currently installed. This program resides within the Windows XP Technology and Windows 7 and due to this, there is a great limitation on how it can be protected and maintained in conjunction with the City’s upgrading the overall physical systems last year after the ransomware attack.
To meet the demands and with assistance from the IT Department, the USD has decided that it is necessary to effectuate upgrades both to the physical and technical infrastructure systems.
Staff recommends that the Board approve the upgrade of the SCADA system to meet the current guidelines in both securities related matters at the Information Services Level and also in the department level of learning so our technicians meet and have an understanding of current SCADA procedures so as to not be 15-20 years behind.
Upon approval of the purchase of this new SCADA system upgrade, the safeguard of the computer system at the Water Plant will be enhanced and safeguarded. Further, this improvement will support fire protection and other public safety systems.
