Events in the project history for the Garden Road Improvement Project includes the following:
Palm Beach County intends to improve Garden Road just south of Blue Heron Blvd to a FDOT Canal;
September 19, 2016 - Under Resolution No. 23-16 UD, the City of Riviera Beach Utility Special District entered into an Interlocal Agreement with Palm Beach County for joint participation and project funding for construction of a water main adjustment and a sanitary forcemain adjustment on Garden Road;
August 8, 2018 - In order to revise their plans, Palm Beach County cancelled their joint participation agreements with those owning utilities in the area, including the interlocal agreement with the City of Riviera Beach Utility Special District;
October 31, 2019 - Chen Moore & Associates completed the construction plans and specifications for the revised design. The new design included the horizontal directional drilling method for installation of the water main and sanitary forcemain so the pipes on the bridge can be completely removed from the existing bridge to avoid conflicts with the roadway construction activities at the bridge area. The design also included a greater length of pipe to accommodate the depth required on the drill, line stops for pipe isolation, and additional air release valves because of the increased depth. This contributed to an increase in construction cost for the utility activities.
2020 - Palm Beach County put this project out for this out for bid (re-bid) and R&B Underground Construction, Inc. was the lowest bidder. Palm Beach County letter of March 24, 2020 request the City of Riviera Beach Utility Special District sign the new interlocal agreement.
May 15, 2020 - The City of Riviera Beach Utility Special District determind that the HDPE watermain and HDPE forcemain pipe sizes are too small. It is estimated that the cost to upsize 390 linear feet of HDPE water main is $42,900 and 365 linear feet of HDPE forcemain is $43,800 for a total of $86,700.
