Staff recommends the City Council direct the city manager to work with the RBCDC to effectuate the request while protecting the city’s interest and promoting workforce housing within the City of Riviera Beach.

Background/Summary: 

The premise of this memorandum is to request a consensus from Riviera Beach City Council concerning the disposition of the property located at 1052 W. 30th St., Riviera Beach, FL., 33404. The City of Riviera Beach has received a request from the Riviera Beach Community Development Corporation, Inc. (“RBCDC”) pursuant to the legislative action adopted by the City Council under the policy referred to as procedures for sale, exchange or donation of city owned real property. Under section 2.2 of the adopted policy, the City of Riviera Beach can accept a request for donation of real property that is intended to create economic development or workforce/affordable housing development opportunities for the benefit of the community.

 

Based on the request articulated by the RBCDC, city staff believes the donation of this property would assist in facilitating workforce housing within the City of Riviera Beach. The RBCDC has delivered multiple infill development projects within the city and has plans to move forward in an aggressive manner, but the RBCDC is requiring assistance from the city administration to do so. Based on conversations, staff believes this particular property would be better utilized by the RBCDC to create opportunities for first-time homebuyers with low to moderate incomes.

 

Staff’s desire is to get consensus from the city as to whether they wish to proceed in this endeavor.
