| | | | | | | | Background/Summary: | The City Code of Ordinance #978, Section 2-106.1 (Supplemental regulations concerning salary grades and classifications) was last updated in 1973. Because the City's practice involved applying labor agreements to its non-bargaining employees, Human Resources is developing the City's first handbook as a best practice to address this issue. It has become an imperative for the City to more effectively compete for talent in the market. This modification will help the City achieve operational excellence in recruiting (and retaining) executive talent to fill critical vacancies. Accordingly, staff recommends approval of the amendment to the City Manager's authority, as outlined herein.
