Background/Summary: 

The City’s current Solid Waste and Recycling Collection Franchise Agreement with Waste Management Inc. was due to expire September 30, 2016. The agreement allows for a one-time five (5) year renewal option which would extend the agreement until September 30, 2021. During budget discussions, there was a consensus by the City Council to move forward with bringing the renewal agreement for Waste Management back to the City Council. On November 16, 2011 the City Council approved Resolution No. 157-11 for development of the community benefits program. On October 21, 2015 through Resolution No. 147-15, the City Council approved Amendment No. 2 extending the agreement to September 30, 2021.

 

At the January 11, 2020 City Council workshop, staff presented the benefits and beautification efforts associated with the Waste Management Clean Program. The Clean Program will place the burden of cost for garbage collection on the originator of the garbage. The program will charge $200 per incident up to $600 per month for overfilling dumpsters. The current Agreement does not make provision for the implementation of this program, thus the necessity for Amendment No. 3.
