Pursuant to Resolution 38–19, this resolution establishes the employment agreement between the City of Riviera Beach and the city manager, Mr. Jonathan Evans. Mr. Evans’ start date was July 12, 2019, and, as stipulated in the contractual agreement between both parties, the city council should provide a performance matrix for consideration and evaluation of Mr. Evans’ performance. The evaluation must occur on or before May 1, 2020, and the process, including the applicable evaluation matrix’s goals and objectives, may be amended as a majority of the city council deems appropriate. The two attached performance matrices are consistent with the multi-rater assessment tools provided by the International City/County Management Association and the Florida City/County Management Association. These performance tools are utilized to evaluate the overall performance of city administrators and city managers nationwide.
These multi-rater assessment tools evaluate several categories, such as economic development, intergovernmental relationships, planning, and administrative duties. An administrator’s duties and responsibilities obviously can change, as legislative priorities might vary depending on the city council’s ideology. These performance matrices are commonly used and have been vetted by city administrators and local government professionals based on state and international standards set by the Committee on Professional Standards. The purpose of the evaluation process is to increase communication between the members of the elected body and the manager concerning the manager’s performance in accomplishing assigned duties and responsibilities, as well as establishing specific work-related goals and objectives for the coming year.
