Staff is requesting the approval effective October 1, 2019 for the creation of a managerial incentive packages for department heads and administrative personnel. Staff acknowledges difficulty in filling positions within the City. However, the filling of positions at the administrative level has been increasingly difficult. The Human Resources Department surveyed the members agencies of the Public Employers Personnel Information Exchange (PEPIE) concerning management incentive packages. Several agencies offer various levels of packages to their administrative employees to include additional leave days, cellular phone stipends, severance packages, additional health insurance coverages, etc.
City staff recommends two (2) tier management incentive packages as outline:
Tier I Tier II
Dept. Heads & Assist. Dir. Administrative Employees
15 Days of Personal Time 10 Days of Personal Time
(Capped at 40 days - no payout) (Capped at 20 days - no payout)
In addition, staff is recommending the maximum sale of sick and vacation hours in the City's Buy Back Program up to 160 hours. This will also assist in allowing employees who are over their allotted increasing carry over hours of vacation leave, to avoid losing those hours at the end of the year. Also employees must have used five (5) days or forty (40) hours of vacation during the eligible period of October 1, 2018 to September 30, 2109, to participate in the buy back program.
