Riviera Beach Fire Rescue is seeking to lease/purchase two Horton Rescue Units consistent with its Apparatus Replacement Plan. This item seeks the City Council's approval to enter into a five (5) year Agreement with U.S. Bancorp.
Fire Rescue is in the final phases of its comprehensive Vehicle Replacement Program. The (2) new Horton Rescue Units will be replacing (3) older antiquated units to assure Fire Rescue can meet the increasing demands of calls for emergency medical services. These new state-of-the-art units will ensure that our residents are receiving the most technologically advanced care during transport possible. The advancements in safety and technology within these units will guarantee not only that our Firefighters remain safe, but will also meet, and many times exceed, legal requirements on both the federal and state levels.
The current proposal, based on Florida Sheriff's Association Contract FSA18-VEF13.0 pricing, has a total cost of $671,870.04 before financing.
Purchasing has identified financing from U.S. Bancorp Government Leasing that provides for five (5) annual payments of $142,778.77 for a total cost of $713,893.84 after 2.057% financing. The proposed lease includes annual payments in arrears, making the first payment due October 15, 2020 (FY2021), therefore, having no fiscal impact on the Fiscal Year 2020 budget.
The Police Department is seeking to lease/purchase 26 Police Vehicles consistent with the City's Vehicle Replacement Plan and approval to enter into a Lease/Purchase Agreement with U.S. Bancorp Government Leasing and Finance, Inc.
The current proposal, based on SourceWell (formerly NJPA ) Contract 2019-120716-NAF pricing, has a total cost of $984,284.00 before financing. The proposal includes graphics and Automatic Vehicle Location (AVL) equipment for each Police vehicle in the amount of $24,388.00.
Purchasing has identified financing from U.S. Bancorp Government Leasing that provides for three (3) annual payments of $341,524.49 for a total cost of $1,024,573.46 after 2.033% financing. The proposed lease includes annual payments in arrears, making the first payment due in October 2020, therefore, having no fiscal impact on the Fiscal Year 2020 budget. The Purchasing Department solicited bids for financing and identified U.S. Bancorp as having the lowest interest rate.
The current proposal includes fully equipment Police Vehicles. Vehicles are delivered fully equipped with all emergency equipment (i.e., lights, sirens, prisoner cages, etc.). Police Vehicles are manufactured only after they are ordered, therefore, delivery is expected to take 8-10 months.
