Just recently, the position of Utility Special District Executive Director became vacant. As a result, the Utility Special District Assistant Executive Director was appointed to fill the void so as to minimize interruption of services. In concert, a 10% adjustment to the appointees current salary was recommended. This respective salary adjustment is in keeping with past practices of the City.
More so, in reviewing the personnel actions requests of previous and current employees who have served in interim capacities, there exists a trend to compensate at the minimum salary of the class or 10% above current salary, whichever is the greater amount.
Thereby, in line with past practice, staff is recommending that at this time, the Interim Utility Special District Executive Director receive a 10% increase above current salary.
It is so noted that there is dissent concerning the interpretation of the City’s Code of Ordinances with regards to the City Manager's authority to make salary adjustments. In particular, the Finance Department's understanding explicitly conflicts with the City Attorney’s Office and the Human Resources Department. Therefore, this Item is being brought before the City Council for its consideration.
