Background/Summary: 

The City’s Comprehensive Plan controls and directs the development of land within the municipal limits of the City by way of text and maps, including the Future Land Use Map.  Section 163.3184, Florida Statutes, provides a process for local governments to adopt Comprehensive Plan amendments.  D. R. Horton, Inc. desires to develop a multi-family residential development consisting of 89 townhome units, referred to as Riviera Cove, on 9.50 acres of land located at 3301 Broadway Avenue.  The property at 3301 Broadway Avenue (the western 5.13 acres of the property) currently has a High Density Multi-Family (MF-20) Future Land Use Designation. To implement the Riviera Cove Development, D. R. Horton, Inc., desires to amend the Future Land Use designation of the property at 3301 Broadway Avenue (the western 5.13 acres of the property) to Downtown Mixed Use.  The Planning and Zoning Board discussed and reviewed this Item on  May 23, 2019, and recommended approval to the City Council.  On June 12, 2019, the City’s Community Redevelopment Agency (CRA) held a public meeting to discuss the Riviera Cove Development site application proposal and found the proposed development consistent with the Riviera Beach CRA’s Redevelopment Plan.  City staff has determined that the Future Land Use amendment proposal from D.R. Horton, Inc. is consistent with and compatible to the adjacent future land uses and the City’s Comprehensive Plan and Land Development Regulations.
