| | | | | | | | Background/Summary: | Over the last 8 years the City has replaced, expanded and rebuilt the City Marina Docks which were at the end of useful life primarily using grant funding. A total of approximately $19.4 million has been expended at the Marina of which 14.7 million dollars was grant funding secured by JH Sprague Consulting, LLC.
On February 17, 2010, City Council approved a conceptual plan for the Marina District. The proposed project included the engineering and design of the bulkhead and docks, seawall, utilities and storm water facilities. In addition, JH Sprague was contracted by the City to write grants and attend the required meetings in order to move the work product through the system to meet all marina grant submission dates.
On July 19, 2012, the Palm Beach County Board of County Commission approved modifications to the lnterlocal Agreement with Palm Beach County to modify "Amendment Number 1" to the $5,000,000 lnterlocal Agreement, between the City and the County, for marina improvements under the County's 2004 Bond Issue for Waterfront Access Projects, to include the use of the balance of funds in the grant (approximately $3,800,000) for marina capital improvements (replacement) instead of repairs and, extended the expiration date of the agreement to December 31,2012.
Phase I of the Marina Construction was completed on December 28, 2012, and the grand opening was held on January 24, 2013. Attendees were very happy with the results of the Phase I development of the Marina District. Phase I comprised of nearly 31,000 square feet of Marinetek
concrete floating docks, aluminum framedhardwoodfloatingdocks, 78newslips,andnearly1,000 linearfeetofalongsidedockage.ThisPhasewasconstructedusing thestandard ofacleanmarina.
JH Sprague has continued working with City staff, Marina Staff and Management, Fuel Building Contractor, and Marina Engineer on the following: construction of the Fuel Office building; monitoring DEP permit compliance; Endangered Species observation; hours of construction; proper signage; and construction debris booms; setting up meeting with all parties and DEP compliance prior to construction start and assisting with the RFP process for Dock Manufacturers/Contractor/Docks F, G & E.
The marina development was divided into phases for two primary reasons: first, to keep the marina open to local boaters and patrons, and second, the timing of project funding. Consistent with the City of Riviera Beach Code of Ordinance (MUNICODE Section 16.5), a Request for Proposals (RFP) NO 968-19-1 was advertised in the “Legal Notices” section of the Palm Beach Post on December 23, 2018, to solicit licensed, insured, and qualified firms Installation of Fixed and Floating Dock Systems for Piers “E”, “F” and ‘G” for the City of Riviera Beach.
To provide additional exposure and to ensure maximum competition for the project, it was also advertised on the City’s web page and Demand Star on December 23, 2018. On Demand Star, the solicitation had a broadcast list of 534 and 16 plan holders. Two (2) proposals were received with one of the respondents being from Palm Beach County and none from Riviera Beach.
