Staff is requesting the approval of a five percent (5%) salary adjustment effective October 1, 2018 for department heads and administrative personnel. Funds to cover these increases have been included in the 2018-2019 Fiscal Year Budget.
In addition, staff acknowledges difficulty in filling positions within the City. However, the filling of positions at the administrative level has been increasingly difficult. The Human Resources Department surveyed the member agencies of the Public Employers Personnel Information Exchange (PEPIE) concerning management incentive packages. Several agencies offers various level of packages to their administrative employees to include additional leave days, cellular phone stipends, severance packages, additional health insurance coverages, etc.
City staff recommends the creation of a two (2) tier management incentive packages as outline:
Tier I Tier II
Dept. Heads & Assist. Dir. Administrative Employees
HSA/FSA -$200 HSA/FSA - $100
10 Days of Personal Time 5 Days of Personal Time

City Administration requests that City Council approves the resolution granting the five percent (5%) salary adjustment and the creation of the management incentive package.
Attached is the list of classification reflecting the five percent (5%) salary adjustment and additional days off as a management incentive.
Total cost is approximately $250,000.
