THAT CITY COUNCIL AUTHORIZE A RENEWAL WITH SOLSTICE BENEFITS TO PROVIDE DENTAL AND VISION INSURANCE  FOR CITY EMPLOYEES FOR THE FISCAL YEAR 2018-2019 .

Background/Summary: 

May 2015, a request for Proposal (RFP #532-15) issued Dental and Vision benefits.  Three (3) carriers responded: Solstice Benefits, Humana, and Avesis.  After consideration, the Council approved for staff to negotiate and  entered into an agreement with Solstice . The term of the RPF was for three (3) years with two one-year option to renew.  This year Solstice is renewing at rate pass (0% increased) for DHMO Dental and Vision, and 6% Increased for DPPO Dental. Solstice will maintain current plan design both the DHMO and DPPO plan.

As part of FY-18-19  renewal negotiations Aetna reduced the medical rate to 4.9 %, with the agreement to allow Aetna Dental products  as an additional buy up option  along side Solstice dental for FY-19.
