The Police Department has an established complement of 20 Sergeants. All 20 positions are currently filled.
The City of Riviera Beach is in receipt of two Arbitration Orders, which requires that two employees be returned to the Rank of Sergeant. The two Arbitration Orders which require the employees to return to the rank of Sergeant are as follows:
On September 21, 2017, Arbitrator Martin A. Soll issued an award pursuant to FMCS Case No. 16-5131-3 requiring the City of Riviera Beach Police Department to reinstate a previously demoted employee to the rank of Police Sergeant.
On March 11, 2018, Arbitrator Donald J. Spero issued an award pursuant to FMCS Case No. 17501-54817 requiring the re-employment of a previously terminated employee and reinstate him to his former position as Police Sergeant with the same credit for length of service and entitlement of benefits as if his service had not been interrupted, and is to be made whole as if he never left.
In order to comply with these Arbitration Orders, the Police Department is requesting that the City Council approve a temporary increase to the complement of Sergeants from 20 to 22 until July 1, 2019. The Police Department will return to its normal complement of 20 Sergeants by way of attrition (i.e. promotions, retirements, etc.) no later than July 1, 2019.
The Police Department can absorb the cost in the existing FY2018 budget.
