SUMMARY
The CONSULTANT’s responsibility under this Contract is to prepare and submit an environmental resources permit application, coordinate, administer and present grant funding for marina construction with CITY staff, professional service providers, consultants, developers, and other governmental entities to ensure that all grant requirements are met as to timelines, grant regulations, and construction; identify and apply for additional marina construction funding grants, and research grants that can be used for overall project development elements and other elements. The City is in need of continued services of JH Sprague to ensure that the interest of the City are appropriately represented in the marina construction, for discussion with developers, prospective granting agencies and to apply for additional grants.
BACKGROUND
On February 17, 2010, City Council approved a conceptual plan for the Marina District. The proposed project included the engineering and design of the bulkhead and docks, seawall, utilities and storm water facilities. In addition, JH Sprague was contracted by the City to write and attend the required meetings in order to move the work product through the system to meet all marina grant submission dates. The efforts of JH Sprague, LLC have produced more than $11,000,000 in grant funds for the project.
On July 19, 2012, the Palm Beach County Board of County Commission approved modifications to the lnterlocal Agreement with Palm Beach County to modify "Amendment Number 1" to the $5,000,000 lnterlocal Agreement, between the City and the County, for marina improvements under the County's 2004 Bond Issue for Waterfront Access Projects, to include the use of the balance of funds in the grant (approximately $3,800,000) for marina capital improvements (replacement) instead of repairs and, extended the expiration date of the agreement to December 31, 2012.
Phase I of the Marina Construction was completed on December 28, 2012, and the grand opening was held on January 24, 2013. Attendees were very happy with the results of the Phase I development of the Marina District. This Phase of the project was comprised of nearly 31,000 square feet of Marinetek concrete floating docks, Technomarine aluminum framed hardwood floating docks, 78 new slips, and nearly 1,000 linear feet of alongside dockage. This Phase was constructed using the standard of a clean marina, and the City will strive for certification following the completion of Phase II.
The marina development was divided into phases for two primary reasons: first, to keep the marina open to local boaters and patrons, and second, the timing of project funding. With additional funds from the Palm Beach County Water Access Grant program, the development could be completed sooner.
JH Sprague will continue working with City staff, Marina Staff and Management, Fuel Building Contractor, and Marina Engineer on the following: construction of the Fuel Office building; monitoring DEP permit compliance; Endangered Species observation; hours of construction; proper signage; and construction debris booms; setting up meeting with all parties and DEP compliance prior to construction start; RFP process for Dock Manufacturers/Contractor/Docks F, G & E estimated to start construction summer/Fall 2018 and ending mid to latter 2019; continue working with Purchasing and Sea Diversified (SD) on finalizing the RFP for docks F and G and E both fixed and floating to advertise for submissions from dock manufactures.
