Background/Summary: 

The Police Department is seeking the City Council's approval to enter into an Addendum Master Tax-Exempt Lease./Purchase Agreement with U.S. Bancorp Government Leasing to lease/purchase one 2018 Ford Transit Van 350HD with Armor Upfitting.

 

 

The total annual lease payment is $47,706.63 per year, for a grand total of $143,119.89.  The interest rate is 2.030% and is financed in arrears, making the first payment due in FY2019.

 

 

The Police Department seeks to purchase an armored personnel carrier for the Special Response Team (SRT) that can comfortably sit at least 12 operators inside and to provide ballistic rated protection for its members.  The functions of the Riviera Beach Police Department's Special Response Team involves the following: execute all search warrants, barricaded suspects, emergency responses, hostage rescue, dignitary protection, violent offender apprehensions, tactical emergency medical service, and large group evacuation.  The Police Department executes numerous search warrants on a weekly basis.    The current SRT Van is not ballistic rated and cannot accommodate 12 members and the necessary equipment, which limits its effectiveness.  The Police Department has been seeking to acquire this type of vehicle for many years.  

 

 

This item has no fiscal impact on the FY2018 Budget.

III. Review Comments

A. Finance Department Comments:
Unlike the 16 Chevy Tahoes requested at the December 6th Council meeting, this vehicle was not requested as part of the FY18 budget process, though it had been requested and rejected in previous years. Future budget projects presented in the FY18 budget document do not reflect the debt service that this lease will incur.
