Background/Summary: 

On February 16, 2011, the City Council approved Resolution 20-11, authorizing staff to negotiate with Song + Associates to provide design specifications, construction documents and related services for a new Public Works Complex. On June 1, 2011 the City Council approved Resolution 74-11 issuing a contract and work order of $350,000.00 and only $302,010.00 was expensed on the purchase order.

 

Currently the completed plans need to be upgraded to meet current code requirements prior to bidding the project. Song + Associates Inc. as the original design consultant is qualified to provide these services.

 

Staff requests that City Council approve the resolution to approve a work order with Song + Associates Inc. to provide professional design services for updating of the design specifications, construction documents, related services for a new Public Works Complex in the amount of $217,500.00 plus ten percent (10%) contingency.

III. Review Comments

A. Finance Department Comments:

The City entered into a contract with Song & Associates in 2011 for $397,300. At that time, the Council authorized the City Manager to approve change orders up to 12% of the value of the contract. The contract had a two year term. Therefore, the contract has expired.

 

The design of a new Public Works facility at the Avenue L location needs to be brought up to current building codes. The Interim Public Works Director is requesting to re-engage Song & Associates to complete the work at a proposed cost of $217,500.

 

The City issued RFP 825-17 for Architectural Services. Song & Associates was not one of the three firms selected to provide architectural services.

 

Finance questioned the ability to award this work to Song & Associates without a formal selection process or through the results of RFP 825-17.
