Recruitment for the Utility District Executive Director was advertised twice for a total of 30 applications for the position. The first round of advertisement resulted in 13 applications. To increase the number of applicants, the position was advertised again with 17 additional applicants responding. The pool of applicants were narrowed to five (5) candidates. Staff conducted interviews which included interviews by four (4) separate groups: Executive Team, Utility District's employees, City Manager and a public forum. The interview process also included a tour of the City. A representative from the Human Resources Department was present during each of the interview groups.
Mr. Horton has more than 35 years of municipal experience either at the city or county level. Most recently, Mr. Horton served as the Deputy Director of Public Utilities for the City of Richmond, VA., managing the water treatment, distribution, stormwater and wastewater collection and treatment divisions. Mr. Horton has a civil engineering degree from Pairrie View A & M University.
Mr. Horton will begin employment on October 9, 2017 at a starting salary of $114,619.
