Recommendation/Motion: 

Staff recommends that the City Council approve the Second Amendment to Interlocal Agreement R2007-1816, as amended by R2012-1676, between the City of Riviera Beach and the Palm Beach County Board of County Commissioners which expires on October 14, 2017, to extend five (5) years through October 14, 2022.

Background/Summary: 

The Palm Beach County Facilities Development & Operations Department realized that the construction in 2007 of Marina Grande Condominiums located at 2640 Lakeshore Drive, Riviera Beach, would interrupt the Palm Beach County county-wide radio signal path for the northern section of the county.  This interruption of service would have public safety implications affecting radio communications and in-building radio communications primarily for public safety forces.  To alleviate this interruption, Palm Beach County proposed an Agreement with the City of Riviera Beach that would make the City's Communications Tower and Microwave System a vital part of Palm Beach County's overall master radio infrastructure. 

 

On August 1, 2007, the City Council of Riviera Beach passed Resolution No. 106-07, and on October 16, 2007, Palm Beach County executed Interlocal Agreement R2007-1816 for this purpose.  

 

First Amendment R2012-1676 was approved by the City Council pursuant to Resolution No. 122-12 and executed on November 20, 2012. 

 

Among the benefits to the City of Riviera Beach through this Agreement include that Riviera Beach became a support partner in the Palm Beach County Radio System and gained redundancy in microwave connectivity.  Also, by not being a user only, this resulted in a cost savings to the City of over $25,000.00 per year.
