In order to be prepared to properly remove debris from city streets in the event of a natural disaster, it is imperative that the City have a debris removal firm under contract to provide such services. Debris removal is essential for not only restoring a sense of normalcy to the community after a natural disaster, but it is also needed so that emergency services can respond to emergency calls and so that essential staff will have the ability to navigate City streets to provide post disaster services to the community.
It is imperative that the City have a debris removal firm under contract that understands all of the applicable laws and guidelines as prescribed by the State and Federal Emergency Management Agency (FEMA) in order to properly document post disaster operations which will be used to apply for reimbursements that may be entitled to the City for services rendered for disaster recovery.
The City’s selected debris removal firm will work closely with the City’s debris monitoring firm to help ensure that the City is in compliance with reimbursement requirements as prescribed by the State and FEMA for qualified expenses.
Staff recommends that City Council approve the agreement with Phillips and Jordan, Inc. to provide debris removal services for the City of Riviera Beach by piggybacking SWA agreement number 17-204B.
