| | | | | | | | Background/Summary: | With the EPA’s issuance of the National Pollutant Discharge Elimination System (NPDES) permit in 1996 and the state’s subsequent annual regulatory program (FDEP Rule 62-4.052, F.A.C.); municipalities are required to renew Municipal Separate Storm Sewer System (MS4) NPDES Permit annually. Due to the number of permitees and the tasks that must be performed pursuant to each MS4 NPDES permit, it has been found to be more economically and administratively feasible for municipalities to work in conjunction with the Northern Palm Beach County Improvement District (“District”) to provide certain services related to the reporting and submission of reports and applications.
Some of the advantages of such an agreement include the use of any consultants retained by the District to assist in reporting efforts, notification of rule and regulation changes, assurance that reporting is done timely and is in accordance with guidelines, and the timely submission of applications to the State of Florida.
