Recommendation/Motion: Staff is recommending the City Council to consider the information presented and the applicant's request for site plan approval.

Background/Summary: 

Shimonovitc Shraga F Trust owns the property referenced as Parcel Control Number 56-43-42-28-31-015-0010, which is a vacant commercial 1.93 acres parcel. Shimonovitc Shraga F Trust has authorized Equitas Management Group, LLC. and Thomas Engineering Group, LLC. to serve as the authorized agent for the parcel at Parcel Control Number 56-43-42-28-31-015-0010.

 

On September 29, 2016, Equitas Management Group, LLC. and Thomas Engineering Group, LLC. submitted the official Site Plan application (SP-16-16) to Staff. City Departmental Staff reviewed the Site Plan application and provided corresponding comments to the applicant.  All comments were addressed by the applicant and City Staff has no objections to the Site Plan application.

 

To facilitate the development proposal by Equitas Management Group, LLC. and Thomas Engineering Group, LLC., the applicant is also requesting a re-plat approval (PA-16-05) of the parcel at Parcel Control Number 56-43-42-28-31-015-0010 (0.92 acre will be used for the proposed 8,247 square feet retail building and the remaining 1.01 acres will be used for future development that’s consistent with and compatible to the uses permitted within the General Commercial (CG) Zoning District and Commercial (COM) Future Land Use District).  

 

The Community Development Department reviewed the Site Plan application (SP-16-16) for compatibility and consistency with the City’s Comprehensive Plan and Land Development Regulations and found that the proposed plan was in compliance. There were no departmental (police, utilities, engineering, and fire departments) objections by Staff. 

 

On April 13, 2017, the City's Planning and Zoning Board held a public meeting to discuss Equitas Management Group, LLC. and Thomas Engineering Group, LLC. Site Plan Application (SP-16-16). The Planning and Zoning Board recommended approval of the SP-16-16 Site Plan Application to City Council by a vote of 3 to 1, with Board Member Sheppard dissenting.
