A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVIERA BEACH, PALM BEACH COUNTY, FLORIDA, ACCEPTING A $25,000 FINANCIAL CONTRIBUTION FROM THE SINGER ISLAND GATEWAY, LLC. FOR THE PURPOSE OF ESTABLISHING A PROGRAM TO ASSIST CITY BASED CONSTRUCTION TRADE BUSINESSES AND RELATED VENDORS TO FINANCIALLY QUALIFY TO COMPETITIVELY BID FOR COMPONENTS OF THE WORK ON THE SINGER ISLAND GATEWAY DEVELOPMENT AS WELL AS OTHER CONSTRUCTION PROJECTS IN THE CITY; ACCEPTING SINGER ISLAND GATEWAY, LLC. COMMITMENT TO DEDICATE 5% OF THE TOTAL, DIRECT CONSTRUCTION COST OF THE SINGER ISLAND GATEWAY DEVELOPMENT TO HIRING QUALIFIED LOCAL SUBCONTRACTORS AND CONSTRUCTION RELATED VENDORS (ON A COMPETITIVE COST BASIS); AND PROVIDING FOR AN EFFECTIVE DATE.


Recommendation/Motion: Staff is recommending the City Council to consider the financial contribution and local participation initiative presented by the Singer Island Gateway, LLC.

Background/Summary: 

Singer Island Gateway, LLC., the authorized agent, own 3 parcels under a unity of title 2525 Lake Drive and 2429 Lake Drive (Lot 474 and Lot 528). The largest of the 3 parcels, 2525 Lake Drive, is located within the Riviera Beach Community Redevelopment Agency. Through a replat of the property (PA-16-07), the 2525 Lake Drive and 2429 Lake Drive (Lot 528) portion of the property will be used to support the Singer Island Gateway development with 135 condominium units. The 2429 Lake Drive (Lot 474) portion of the property will be used as an overflow parking lot open to the public use between 8 a.m. and 5 p.m. daily.

 

On November 4, 2016, Singer Island Gateway, LLC. submitted the Singer Island Gateway, LLC. official Site Plan and Special Exception application (SP-16-21 and SE-16-04) to Staff. City Departmental Staff reviewed the Site Plan and Special Exception application and provided corresponding comments to the applicant.  All comments were addressed by the applicant and City Staff has no objections to the Site Plan application.

 

On January 26, 2017, the City’s Planning and Zoning Board held a public meeting to discuss the Singer Island Gateway, LLC. site plan and special exception application proposal and recommended approval of the proposed site plan development by an unanimous vote. 

 

On February 15, 2017, the City Council held a public meeting to discuss the Singer Island Gateway. LLC. future land use map amendment and zoning map amendment applications and approved the proposed future land use map and zoning map amendments. 

 

On February 22, 2017, the City's Community Redevelopment Agency (CRA) held a public meeting to discuss the Singer Island Gateway, LLC. site plan and special exception application proposal and found the proposed development consistent with the CRA's Redevelopment Plan. 

 

On March 3, 2017, the Singer Island Gateway, LLC. submitted a draft of terms regarding a Local Participation Program and a financial contribution in the amount of $25,000 to the City for the express purpose of establishing a program to assist City based construction trade businesses and related vendors to financially qualify to competitively bid for components of the work on the proposed Singer Island Gateway development as well as other construction projects in the City. Financially qualify in this case means access to securing construction bond capability at competitive rates and access to bridge financing to fund payroll and materials during the construction contract pay cycles. Staff presented the language to the City Attorney's Office for legal review and the City Attorney's Office found the proposed language to be legally sufficient to be presented before the City Council.  The proposed language has been included as a Resolution for this agenda item.
