Background/Summary:

The Community Rating System (hereinafter “CRS”) is a voluntary program for communities participating in the National Flood Insurance Program (Hereinafter “NFIP”).  The goals of the CRS are to reduce flood damages to insurable property, strengthen and support the insurance aspects of the NFIP, and to encourage a comprehensive approach to floodplain management.  The City of Riviera Beach currently participates in the CRS program, which provides the opportunity for discounts on flood insurance premiums.

Chapter 25 of the City’s Code of Ordinances, entitled, “Flood Prevention and Protection” was approved in 2002 by Ordinance No. 2929 and is now outdated.  In order for the City to continue to be eligible to participate in the CRS program, Chapter 25 of the City’s Code of Ordinances must be amended to implement the Florida Division of Emergency Management’s model floodplain management ordinance.  On October 27, 2016, the Planning and Zoning Board reviewed and unanimously recommended approval of this code amendment to the City Council.

City Council approved this ordinance on first reading on December 7, 2016.
