Background/Summary: 
DR. PHILLIP DUKES HAS BEEN DIRECTING A MENTORING PROGRAM AIMED AT EDUCATING THE YOUTH AND THE POOR IN OUR COMMUNITY TO AFFECT CHANGE IN THE DRUG AND GANG CLIMATE IN THE CITY. THROUGH  OPERATION RESTORE DR. DUKES PROPOSES TO CONDUCT COMMUNITY BASED RALLIES TO ASSIST IN DEVELOPING RELATIONSHIP BETWEEN THE CITIZENS AND THE POLICE.
