Background/Summary:

The City is currently undertaking the construction of a new City Library. The estimated cost at this time is $10 million for a single story building and $13 million for multi-story. Community facilities such as libraries and museums commonly are able to receive public donations towards capital construction costs. The goal would be to generate donations equal to 25% of the total cost.

Purchasing issued RFP 757-16 on May 2, 2016. On June 21, 2016, an evaluation committee, consisting of the City of Riviera Beach Library Director, Cynthia Cobb; Director of Public Works, Brynt Johnson; Director of Finance & Administrative Services, Randy M. Sherman; Principal Planner, Community Development, DeAndrae Spradley,; and Buyer, Rickey Little convened to review and discuss the written responses to the RFP. Only one proposal was received. The written submittal was evaluated and ranked based on the criteria established in the City’s RFP.

After due consideration and performing the appropriate reference checks, Purchasing has made the recommendation to award a contract to Brakeley Briscoe, Inc. to provide Fundraising services.

Sampling of Brakeley Briscoe Fundraising-

City of Marshfield, WI: Advised and guided town library campaign from start to finish, helping them to raise $5 million against a $4 million goal, concluding in late 2014.

City of San Jose, CA: Advising the city’s Parks, Recreation & Neighborhood Services Department in building a sustainable fundraising strategy for corporate and philanthropic funding for the City’s Lake Cunningham Bike Park which will open in 2017. Funds raised will provide free admission to youth and establish funding for additional programs, equipment and services. No money has been raised yet.

Nathaniel Witherell Home, Greenwich, CT: Conducted a feasibility study in 2009 for this City-owned and -operated rehabilitation and long-term care facility, testing a $5 million goal for upgrading and renovation. For a number of reasons, we concluded that they postpone any campaign plans until they had created an up-and-running development program.

Hayward Library, Hayward, CA: Following a feasibility study in 2014, provided strategic counsel to their $1 million campaign. $367,500 has been raised to date, and campaign victory looks very positive.

Tallahassee Community College, Tallahassee, FL: Prepared feasibility study and have been their campaign counsel all long. In this, their first-ever campaign, they have raised more than $13 million (so far) against their $10 million goal.

Westport Library, Westport, CT: Conducted a study to test a $4 million goal and then managed the campaign for three years. The campaign went over goal.

Lincoln Public Schools Foundation, Lincoln, NE:   Conducted a feasibility study testing a goal of $5 million. Ccampaign did go over goal.
