A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVIERA BEACH, PALM BEACH COUNTY, FLORIDA RECOMMENDING CONCEPTUAL APPROVAL OF PROJECT CRANIUM, 3D MEDICAL MANUFACTURING, DBA TECOMET A COMPANY AUTHORIZED TO DO BUSINESS IN THE STATE OF FLORIDA, AS A QUALIFIED TARGET INDUSTRY (QTI) BUSINESS PURSUANT TO FLORIDA STATUTES 288.106 AS A LOCAL REQUIRED MATCH FOR THE INTENTIVE; PROVIDING FOR LOCAL FINANCIAL SUPPORT FOR THE QTI PROGRAM NOT TO EXCEED $89,000.

Background/Summary: 

Project Cranium is considering Riviera Beach to expand its current operations, as well as relocating its regional headquarters. The company plans to invest $11.9 Million and create 178 new jobs over a five (5) year period at an annualized average wage of $53,484 and a median wage of $41,695. The Company will retain 255 existing Palm Beach County jobs and the new and existing jobs must be retained for an additional of five (5) years from the date an agreement is entered between the City and the Company. The five (5) year local economic impact is estimated to be $342.2 Million.

 

Project Cranium will purchase an existing 40,000 sq. ft. building that is unoccupied and will additionally continue to occupy its current 46,000 sq. ft. location which is also located in the City of Riviera Beach.

 

The State of Florida approved an $890,000 incentive in the form of a Qualified Target
industry (QTI) Tax Refund. Of this amount, $712,000 is from the State of Florida and
$178,000 is from local governmental entities. The local share
will be split equally between Palm Beach County and City of Riviera Beach. The local match from the City will be provided in the form of an Economic Development Grant (cash) in an amount not to exceed $89,000 over a period of eight (8) years provided the project meets the requirements under State of Florida. The Grant will be paid according to the State's QTI Refund Schedule, and will be secured by a Letter of Credit, Bond, Corporate Guarantee or equivalent. The company will be required to enter into a formal agreement memorializing their commitments and establishing terms under which the local match will be provided. At such time the company name will be disclosed. Other states under consideration by the company include New Jersey.

 

The City will require the project team to utilize local construction firms for any renovation work conducted on the purchased building. In addition, the City and Project Cranium team will need to agree to co-host three job fairs in the City over the course of 36 months to facilitate resident employment opportunities for the 178 proposed jobs.
