The Utility District has agreed to complete an In-Kind Project for the purchase and installation of fifteen (15) Sampling Stations throughout the City by December 7, 2016. The original plan of action was to utilize the contract the City/Utility District has for underground repair services with D.S. Eakins to complete the work by the deadline. D.S. Eakins provided a quote of $120,874.00 to complete the work. Purchasing and the Utility District met with the vendor to attempt to negotiate the pricing. The firm was unwilling to adjust pricing.
The Utility was aware of a contract that Palm Beach County Utilities has with Johnson-Davis, Inc. The firm was contacted to first see if they were interested in the project and more importantly, did they have the resources available to complete the project by the established Consent Order deadline. Johnson-Davis provided a quote of $45,410.63 for the proposed installation and stipulated that they could complete the project by our deadline. They further agreed to provide the City with the same pricing offered in their contract with Palm Beach County under WUD 13-020 and WUD 16-013.
Reference checks reflect a good standing for Johnson-Davis. Based on the fact that Palm Beach County has bid this service through WUD 13-020 and WUD 16-013, and that the firm, Johnson-Davis, Inc. has agreed to offer the same pricing to the Utility District, and that they could complete the installation by the established date, it is recommended to award the installation of the fifteen (15) Sampling Stations to Johnson-Davis, Inc. in the amount of $45,410.63. The price of $49,902.63 is inclusive of a 10% construction overage which is common in the event of unforeseen conditions.
