WPB has administered the IPP program for Riviera Beach for years and both municipalities, along with the ECR, had coordinated their IPP ordinances for compliance with the ECR permit and WPB administration.
In 2001, WPB and Riviera Beach executed an Interlocal Agreement for the IPP services.
In 2012, as a result of changes in terms due to permit revisions and changes in the payment for services which were negotiated among WPB, Riviera Beach and Lake Worth (because WPB also administers Lake Worth’s IPP program - and charges would be the same to both), a new Interlocal Agreement was prepared. (Lake Worth executed it in 2012).
In November 2012, Mario Loaiza advised that the Agreement would be scheduled for consideration by the RB Board in January 2013, but also requested a copy of the City resolution establishing the fees as charged in the Agreement.
The Riviera Beach City Attorney reviewed the agreement and, over the next few months, negotiated some tweaks to the agreement language for Riviera Beach. I believe there was also some delay due to establishment of the Utility District. WPB Resolution No. 270-13 formally establishing the IPP fees, rates and charges was passed in September 2013.
In December 2013, Lou Aurigemma advised WPB that the RB Utility District would like WPB to continue to administer the IPP program and he would schedule the Agreement for approval at the next Utility District Board meeting.
