The City Council has identified the need to implement a paid parking system at the Ocean Mall. On March 19, 2014, the City and GSF Florida Retail, LLC (GSF) entered into a Third Amendment of the Ocean Mall Lease which amended Section 4(d) of the Ocean Mall Lease by granting to the City all rights to parking revenue. Under the Fourth Amendment, approved on March 2, 2016, GSF agreed to install, at its cost, a parking system for the city. All revenue will go to the City. The Agreement gave the City 60 days to recommend a parking system.
DESMAN, Inc. was engaged to review parking control options at the Ocean Mall. The report from Desman provides two options for consideration. After reviewing the options with GSF's representatives, the City Manager has selected Option A for implementation. Option A provides for maintaining both a north and south parking lot with a fully automated gated and kiosk system. On-street parking will also be handled through the use kiosks.
Agenda item #3 on the June 1, 2016 Council meeting was a resolution confirming my recommendation to GSF Florida Retail, LLC (GSF) to implement Option ”A” as provided in DESMAN Inc.’s (DESMAN) report for the Ocean Mall Parking Lot Improvement Project. The Council voted to table the item. At this time, I am requesting the Council to remove this item from the table.
GSF has not yet begun the installation of a parking control system as they have offered a counter proposal to the City’s recommendation. I believe it would be in the City’s best interest to discuss this matter prior the GSF undertaking any changes at the Ocean Mall.
