Per Ordinance 2660 the Civil Service Boards have the following functions and duties :
- Make periodic reports at least once per year of the activities of the board and of the needs of the City relating to the City Manager.
- Adopt, and amend as necessary, a code of regulations which pertains to their own operating procedures.
- Adopt rules and regulations regarding the hearing adjudication of grievances relating to demotion, suspension, and dismissal upon appeal from a decision of the City Manager. The rules and regulation are subject to approval of the City Council.
- Certification by the board chairperson and Human Resources Director of the eligibility list to fill position and promotions.Review the hearing officer's grievance findings of facts and render the decision within thirty (30) calendar days.
- Make the determination on employee appeals.
Current Status of the Civil Service Boards:
Board chairperson (General Employees Fund)/vice chairperson (certifying the eligibility list ONLY with a plan to reactivate the board when requested
Between the effective date of Ordinance 2660 (March 15, 1995) and today the functions and duties of the civil service boards have been reduced to the board chairperson/vice chairperson certifying the eligibility list ONLY with a plan to reactivate the board when requested. The last documented request to activate either civil board is 2009. This transition has taken place over the years without formal documentation and/or City Council approval. The functions and duties of the civil service boards have been integrated into the normal operation of the Human Resources Department. A conservation projection of the timeline (45 to 60 days) and budget impact ($90,000 annually) to fully engage the civil service boards is attached.
