Background/Summary: 
The City's Human Resources Risk Management Division directed the Agent of Record, Bernstein & Associates (Bernstein)  to secure a renewal quote for health insurance coverage for the upcoming 2016/2017 fiscal year.  Bernstein negotiated a renewal rate of a 3.5%  increase for fiscal year 2016-2017.
