The City of Riviera Beach provided authorization for purchasing to utilize T-Mobile for wireless devices and broadband services in May 2014 utilizing the Western States Contracting Alliance (WSCA) under resolution 42-14. Although an agreement was made for T-Mobile, the Police Department continued to use AT&T for their patrol cars along with the necessary hardware including the AVL and application. Although T-Mobile is authorized to provide services under the resolution, there was no specific resolution providing authorization for AT&T to provide the same.
It is the purpose of this resolution to authorize those users currently using AT&T due to reliability of service and to migrate all users from T-Mobile to AT&T to allow one service provider. One service provider will allow for greater review of billing and the ability to manage the account in-house for changes vs. asking the service provider to make the changes if requested.
Additionally, T-Mobile no longer provides free devices and the City has to pay approximately $700 for each new device. T-Mobile also does not provide for an upgrade during the period of the contract. AT&T does not charge for the I-Phone 6 or Samsung 5S at issuance or if a requested upgrade is requested.
It is the intent to secure new authorization for each wireless device ( cell or tablet). Additionally, monthly review of each person's usage will be provided to the person to approve their respective billing. Employees will also be required to sign an updated policy on proper use of all issued equipment.
Tighter management controls will be instituted to ensure proper use of devices and limit potential abuse.
