| | | | | | | | Background/Summary: | The Riviera Beach City Council passed Resolution No. 27-16 during its meeting of March 2, 2016, to approve an Interlocal Agreement with the Port of Palm Beach. This Interlocal Agreement provides for reimbursement of funds for activities under the FY2014 Port Security Grant Program, including the purchase of CommandBridge for the Situation Awareness and Integration Project.
The CommandBridge platform from the Mariner Group provides situational awareness and enhanced incident response capabilities. CommandBridge connects disparate systems, such as cameras, information systems, Maritime tracking data, gunshot locations data, vehicle location data, crime data, and provides a singular operating picture for first responders. CommandBridge also serves as an Emergency Management platform and will allow the City to preplan and respond to City emergencies with real-time information. The City, Port of Palm Beach, and the Palm Beach County Sheriff's Office will share cameras and other critical data which will help secure the Port and the community at large. The Port has already implemented CommandBridge, and the Sheriff's Office is implementing CommandBridge soon. Initial implementation will include integrating, AVL, CAD/RMS, ShotSpotter, LPR, City Cameras, third party cameras, and weather data, along with all professional services and maintenance for three years.
The total cost of the CommandBridge Project is $255,000.00. The grant would cover $191,250.00 (75%) and the City would provide a 25% match of $63,750.00. The matching funds will be covered by a combination of budgeted Technology Funds and Law Enforcement Trust Funds.
The CommandBridge platform uses advanced software technology to assimilate sensor feeds, cut through security-information clutter, and provide relevant and actionable information to stakeholders. Using secure role-based access, CommandBridge provides users with a highly flexible, secure, and configurable solution to situational awareness and incident response. The software platform architecture allows CommandBridge to ingest and display virtually any sensor feed-such as AIS, cameras, radar, sonar, access control and alarm systems-while its web-based design allows users, Command Center Personnel, Officers in the field, Intelligence Analysts, and others to quickly interpret information, collaborate, and make actionable recommendations, rather than merely collecting and presenting data. CommandBridge also leverages the power of social media to build a more detailed and relevant common operating picture and permits situation collaboration with on-the-scene users.
