The Riviera Beach City Council passed Resolution No. 27-16 during its meeting of March 2, 2016, to approve an Interlocal Agreement with the Port of Palm Beach. This Interlocal Agreement provides for reimbursement of funds for activities under the FY2014 Port Security Grant Program, including the installation of two (2) square miles of ShotSpotter and covers year two subscription costs as part of the Seaport Cyber Infrastructure Protection Program.
ShotSpotter Flex helps Law Enforcement Agencies by directing Police to the precise location of illegal gunfire incidents. ShotSpotter instantly notifies officers of shootings in progress with real-time data delivered to dispatch centers, patrol cars, and even smart phones. Instant alerts enable first responders to aid victims, collect evidence, and quickly apprehend armed, dangerous offenders. ShotSpotter's actionable intelligence can then be used to prevent future crimes by positioning Law Enforcement when and where crime is likely to occur.
ShotSpotter is being expanded to support maritime transportation infrastructure security activities. Installing ShotSpotter in and around the Port of Palm Beach will strengthen the critical infrastructure against risks associated with potential terrorist attacks.
Adding two square miles of ShotSpotter will also cover the majority of the remaining residential subdivisions between Congress Avenue and Broadway, to include: Riviera Heights, Stonybrook, Federal Gardens, Parson Heights, Acrehome Park, Congress Lakes, Northview, and portions of Park Manor.
The City Council approved $45,000.00 in the FY2016 budget for the addition of one square mile of ShotSpotter. One square mile costs $60,000.00 annually, plus $20,000.00 in one-time installation costs, for a total of $80,000.00 for the first year. The Department would have used the $45,000.00 that was budgeted, plus $35,000.00 of Law Enforcement Trust Funds to install the additional one square mile. Leveraging the Port Security Grant, the City can install two square miles instead of one square mile and cover year two subscription costs, which total $120,000.00. The total cost of the ShotSpotter Expansion Project would be $280,000.00, in which the Grant covers $210,000.00 (75%) and the City would provide the 25% match of $70,000.00. The $70,000.00 in matching funds would be covered by a combination of budgeted funds ($45,000.00) and Law Enforcement Trust Funds ($25,000.00). The proposal from ShotSpotter is for two (2) additional square miles and is a turnkey solution, covering all equipment, services, maintenance, and monitoring.
