The City's Parks and Recreation Department was approved by City Council, on February 17, 2016, to implement its enhanced programs plan to provide residents with additional programming over and beyond what is currently being offered. One of the programs scheduled to go online at the gymnasiums is the City's year round after-school program.
To complete the Palm Beach County Health Department required licensing process, the facility improvements are required. The health department preliminary site inspection of the Recreation complexes was in September 2015.
The existing ceiling insulation in both Wells and Tate gym is in poor condition with the lining of the insulation tearing away and causing fiberglass fibers to fall on the basketball courts. A new liner needs to be installed to protect the existing insulation and to prevent the fiberglass from falling onto the floor. Completing the liner installation is necessary in order to meet the Palm Beach County Health Department Requirements.

Based on the bid results, staff requests City Council approval the contract with Best Build LLC to provide construction services for the installation of Gymguard Fabric at Wells and Tate Gym.
