In Phase IIB of the marina development JH Sprague LLC, will prepare the submittal of an Environmental Resources Permit Application along with all required sketches and exhibits pertaining the next phase of the Riviera Beach Municipal Marina improvement project. The City is in need of continued services of JH Sprague to ensure that the interests of the City are appropriately represented in the marina construction, for discussions with developers, prospective granting agencies, and to apply for additional grants.
Additionally, JH Sprague Consulting, LLC will prepare and apply for a grant from the Florida Inland Navigation District through the 2016 FIND assistance program to construct dock G for $1,250,000.
On February 17, 2010, City Council approved a conceptual plan for the Marina District. The proposed project included the engineering and design of the bulkhead and docks, seawall, utilities and storm water facilities. In addition, JH Sprague was contracted by the City to write and attend the required meetings in order to move the work product through the system to meet all marina grant submission dates. The efforts of JH Sprague, LLC have produced more than $6,000,000 in grant funds for the project
On July 19, 2012, the Palm Beach County Board of County Commission approved modifications to the Interlocal Agreement with Palm Beach County to modify “Amendment Number 1” to the $5,000,000 Interlocal Agreement, between the City and the County, for marina improvements under the County’s 2004 Bond Issue for Waterfront Access Projects, to include the use of the balance of funds in the grant (approximately $3,800,000) for marina capital improvements (replacement) instead of repairs, and extended the expiration date of the agreement to December 31,2012.
Phase I of the Marina Construction was completed on December 28, 2012, and the grand opening was held on January 24, 2013. Attendees were very happy with the results of the
Phase I development of the Marina District. This Phase of the project was comprised of nearly 31,000 square feet of Marinetek concrete floating docks, Technomarine aluminum framed hardwood floating docks, 78 new slips, and nearly 1000 linear feet of alongside dockage. This Phase was constructed using the standard of a clean marina, and the City will strive for certification following the completion of Phase II.
The marina development was divided into phases for two primary reasons: first, to keep the marina open to local boaters and patrons, and second, the timing of project
funding. With additional funds from the Palm Beach County Water Access Grant
program, the development could be completed sooner.
Recommendation: Staff recommends that the City Council approve the attached resolution and agreement.
